Narrative:

We arrived late and were in a hurry to get going. An FAA inspector wanted to quiz me about how I would handle a hazmat emergency. I told her we do not carry hazmat and got a safety manager on the plane to talk to her. In the meantime, I found her on the aircraft quizzing the flight attendants about hazmat. They were unable to do their job, and the flight was delayed. I asked the inspector to allow our passenger to board and gave her the phone to talk with our safety manager. I was now in a rush to prepare for our flight, so as soon as we were ready, we departed while the FAA inspector was still on the phone.
