Narrative:

I'm a pilot based at lgb airport. One of our pilots had an incident with an aircraft and I advised him to submit a NASA form. I went to the lgb FSDO with another pilot to give him experience with the FSDO and encourage use of the ASRS. I asked for 4 or 5 NASA forms when I got to the counter, and the clerk was very courteous and helpful. The inspector on duty suddenly looked up from what he was doing and wanted to know why I needed so many. I explained I was going to pass them out among our new pilots to positively re-enforce the use of the ASRS. He continued to give us a really hard time about getting the forms. He was very condescending and acted like he personally was going to allow me to take the forms and was doing me a favor. The clerk was very uncomfortable and there were plenty of forms in the drawer. This exact same experience happened to me about 4 yrs ago at the lgb FSDO with another inspector. The whole thing gives you a bad taste in your mouth, and wish you hadn't bothered to get a form. The other pilots were definitely not encouraged about the ASRS when this story got around. That's why I bothered to submit this. I would think that the FSDO's would encourage the ASRS. At a minimum, just pass out the forms. The attitude of the inspector on duty definitely left a bad impression.

Title: A PLT WITH ANOTHER PLT IS DEMEANED AND TALKED DOWN TO BY THE INSPECTOR ON DUTY WHEN HE ATTEMPTS TO GET SOME ASRS FORMS FROM THE LCL FSDO OFFICE.

Narrative: I'M A PLT BASED AT LGB ARPT. ONE OF OUR PLTS HAD AN INCIDENT WITH AN ACFT AND I ADVISED HIM TO SUBMIT A NASA FORM. I EXPLAINED I WAS GOING TO PASS THEM OUT AMONG OUR NEW PLTS TO POSITIVELY RE-ENFORCE THE USE OF THE ASRS. HE CONTINUED TO GIVE US A REALLY HARD TIME ABOUT GETTING THE FORMS. HE WAS VERY CONDESCENDING AND ACTED LIKE HE PERSONALLY WAS GOING TO ALLOW ME TO TAKE THE FORMS AND WAS DOING ME A FAVOR. THE CLERK WAS VERY UNCOMFORTABLE AND THERE WERE PLENTY OF FORMS IN THE DRAWER. THIS EXACT SAME EXPERIENCE HAPPENED TO ME ABOUT 4 YRS AGO AT THE LGB FSDO WITH ANOTHER INSPECTOR. THE WHOLE THING GIVES YOU A BAD TASTE IN YOUR MOUTH, AND WISH YOU HADN'T BOTHERED TO GET A FORM. THE OTHER PLTS WERE DEFINITELY NOT ENCOURAGED ABOUT THE ASRS WHEN THIS STORY GOT AROUND. THAT'S WHY I BOTHERED TO SUBMIT THIS. I WOULD THINK THAT THE FSDO'S WOULD ENCOURAGE THE ASRS. AT A MINIMUM, JUST PASS OUT THE FORMS. THE ATTITUDE OF THE INSPECTOR ON DUTY DEFINITELY LEFT A BAD IMPRESSION.
