Narrative:

I am submitting this to self-report certain unintended actions taken by me in VFR flight from orl to ags. I found myself near ags in clear skies above an overcast layer of clouds with only IFR conditions to descend through to land -- conditions which I was not qualified for. I failed to declare an emergency and thereby inform approach my being a VFR pilot in IFR conditions requiring their special assistance. I accepted an IFR approach clearance to descend through the clouds and land ags. I descended lower than the altitude assigned me by the approach controller. A second controller then came on the radio, upset at my altitude deviation, and ordered me to return to the assigned altitude. I then requested cancellation of the IFR approach, noting that I would like to finish the approach to landing under my own visual navigation. I apologized to the second controller for my deviations from the assigned altitude, explained that due to fuel and other considerations, I needed to land at the field, and asked if he could please give me an SVFR clearance to land. He responded that he would not allow me to land unless I did it their way, and insisted that I immediately return to altitude, asking if I was capable of this. I reluctantly responded that I was, and ascended back through the clouds to the assigned altitude. The first controller came back on the radio at that time, and gave me directional and altitude instructions which I followed. I was then turned over to the tower frequency, who corrected my flight path to the right. I broke out of the clouds again at approximately 1800 ft MSL and proceeded to land under my own visual control.

I APOLOGIZED TO THE SECOND CTLR FOR MY DEVS FROM THE ASSIGNED ALT, EXPLAINED THAT DUE TO FUEL AND OTHER CONSIDERATIONS, I NEEDED TO LAND AT THE FIELD, AND ASKED IF HE COULD PLEASE GIVE ME AN SVFR CLRNC TO LAND. HE RESPONDED THAT HE WOULD NOT ALLOW ME TO LAND UNLESS I DID IT THEIR WAY, AND INSISTED THAT I IMMEDIATELY RETURN TO ALT, ASKING IF I WAS CAPABLE OF THIS. I RELUCTANTLY RESPONDED THAT I WAS, AND ASCENDED BACK THROUGH THE CLOUDS TO THE ASSIGNED ALT. THE FIRST CTLR CAME BACK ON THE RADIO AT THAT TIME, AND GAVE ME DIRECTIONAL AND ALT INSTRUCTIONS WHICH I FOLLOWED. I WAS THEN TURNED OVER TO THE TWR FREQ, WHO CORRECTED MY FLT PATH TO THE R. I BROKE OUT OF THE CLOUDS AGAIN AT APPROX 1800 FT MSL AND PROCEEDED TO LAND UNDER MY OWN VISUAL CTL.
