Narrative:

Slc tower instructions 119.05 'air carrier X position and hold runway 16L.' VHF #1 in use. First officer read back instructions. Tower at slc again restated 'air carrier X position and hold runway 16L.' first officer again read back instructions. We were in position and hold on runway 16L for an estimated 6-8 seconds. I radioed the tower due to the silence on the frequency. I heard no reply. I then heard a company jet say 'air carrier X do you hear tower?' I said 'no, tell them we are exiting the runway.' we exited runway 16L. We were told by company jet to contact tower on 118.3. We did. This 118.3 controller said the 119.05 frequency could not hear us. He said they had been having problems with their communications, ie, radios, transmitters. We returned to 119.05 tower frequency. No communication problems. Got clearance for takeoff and flew to oak with no problems. Upon arrival in oak, I called slc tower 118.3. Controller said that they had moved the 'locator' antennas on the field and were experiencing this communication blockage of runway 16L 3-4 times daily.
