Narrative:

While taxiing out, I received a taxi and hold short clearance which I acknowledged and held short of runway 15/33. While awaiting my IFR clearance, I thought I heard the controller clear me across runway 15/33 at the same time ready to read me my IFR clearance. At that time I told the controller to wait till I was on the other side before giving me my IFR clearance. As I started to move forward, the controller informed me he had not given me permission to cross the runway, at which time I stopped after having moved approximately 5 ft over the hold line. After an airplane had taken off he then cleared me to cross the runway. I apologized and he read me my IFR clearance while taxiing. I don't know if the controller wrote this up as a runway incursion or not.

Title: A C182 PLT CROSSED THE HOLD LINE OF THE ACTIVE RWY AT ISM.

Narrative: WHILE TAXIING OUT, I RECEIVED A TAXI AND HOLD SHORT CLRNC WHICH I ACKNOWLEDGED AND HELD SHORT OF RWY 15/33. WHILE AWAITING MY IFR CLRNC, I THOUGHT I HEARD THE CTLR CLR ME ACROSS RWY 15/33 AT THE SAME TIME READY TO READ ME MY IFR CLRNC. AT THAT TIME I TOLD THE CTLR TO WAIT TILL I WAS ON THE OTHER SIDE BEFORE GIVING ME MY IFR CLRNC. AS I STARTED TO MOVE FORWARD, THE CTLR INFORMED ME HE HAD NOT GIVEN ME PERMISSION TO CROSS THE RWY, AT WHICH TIME I STOPPED AFTER HAVING MOVED APPROX 5 FT OVER THE HOLD LINE. AFTER AN AIRPLANE HAD TAKEN OFF HE THEN CLRED ME TO CROSS THE RWY. I APOLOGIZED AND HE READ ME MY IFR CLRNC WHILE TAXIING. I DON'T KNOW IF THE CTLR WROTE THIS UP AS A RWY INCURSION OR NOT.
