Narrative:

I was on an IFR flight plan from norman, ok, to beeville, tx. Due to strong headwinds, I was running a little low on fuel. As I approached beeville, reports were that the ceiling was at or below minimums for VOR approach. About 30 mi out, I was able to see the ground, so I canceled my flight plan with ZHU and got below the clouds to fly to beeville. I flew the last 30 mi at 400 ft AGL. No problems occurred. I made a safe landing. To prevent recurrence, I will stop to secure more fuel in the future, and not be 'forced' to land below minimums.

Title: PLT OF A PIPER ARROW FLEW BELOW THE MSA BELOW THE CLOUDS DURING THE LAST 30 MI FROM DEST ARPT. DUE TO THE WX BEING BELOW LNDG MINIMUMS AND THE FACT THAT HE COULD SEE THE GND UNDERNEATH THE OVCST.

AS I APCHED BEEVILLE, RPTS WERE THAT THE CEILING WAS AT OR BELOW MINIMUMS FOR VOR APCH. ABOUT 30 MI OUT, I WAS ABLE TO SEE THE GND, SO I CANCELED MY FLT PLAN WITH ZHU AND GOT BELOW THE CLOUDS TO FLY TO BEEVILLE. I FLEW THE LAST 30 MI AT 400 FT AGL. NO PROBS OCCURRED. I MADE A SAFE LNDG. TO PREVENT RECURRENCE, I WILL STOP TO SECURE MORE FUEL IN THE FUTURE, AND NOT BE 'FORCED' TO LAND BELOW MINIMUMS.
