Narrative:

The controller announced the wind of the ground to be 200 degrees at 40 KTS. We decided to use runway 19L, asked for vectors. After reporting field in sight, we were cleared visual runway 19L. Tower then pointed out twin otter traffic. We said, 'we were looking.' when we saw the twin otter he was 11-12 O'clock position and 1-2 mi ahead, crossing over to runway 19R. Controller asked, you do see the twin otter don't you? We said yes, while we s-turned to the left to gain more distance from him. The controller never confirmed that we had the twin otter in sight until we were very close. Our TCASII was MEL'ed inoperative. Had our TCASII worked we would have noticed the conflict earlier. Controller never told us the twin otter would cross in front of us to land on runway 19R. The wind was gusting to 40 KTS which made the ground speed of the otter much slower than it would usually be.

Narrative: THE CTLR ANNOUNCED THE WIND OF THE GND TO BE 200 DEGS AT 40 KTS. WE DECIDED TO USE RWY 19L, ASKED FOR VECTORS. AFTER RPTING FIELD IN SIGHT, WE WERE CLRED VISUAL RWY 19L. TWR THEN POINTED OUT TWIN OTTER TFC. WE SAID, 'WE WERE LOOKING.' WHEN WE SAW THE TWIN OTTER HE WAS 11-12 O'CLOCK POS AND 1-2 MI AHEAD, XING OVER TO RWY 19R. CTLR ASKED, YOU DO SEE THE TWIN OTTER DON'T YOU? WE SAID YES, WHILE WE S-TURNED TO THE L TO GAIN MORE DISTANCE FROM HIM. THE CTLR NEVER CONFIRMED THAT WE HAD THE TWIN OTTER IN SIGHT UNTIL WE WERE VERY CLOSE. OUR TCASII WAS MEL'ED INOP. HAD OUR TCASII WORKED WE WOULD HAVE NOTICED THE CONFLICT EARLIER. CTLR NEVER TOLD US THE TWIN OTTER WOULD CROSS IN FRONT OF US TO LAND ON RWY 19R. THE WIND WAS GUSTING TO 40 KTS WHICH MADE THE GND SPD OF THE OTTER MUCH SLOWER THAN IT WOULD USUALLY BE.
