Narrative:
Xyz called me to the gate to sign off an airworthiness release. Xyz was to MEL the upper anti-collision light. I asked xyz if the strobe lights were working. He said they were. This aircraft has osculating navigation lights and not strobes. Xyz said he misunderstood the MEL. Xyz air carrier work experience is 13 months.

Title: A B727-200 WAS DISPATCHED IN NON COMPLIANCE WITH THE UPPER ANTI-COLLISION LIGHT INOP IN NIGHT OP.
Narrative: XYZ CALLED ME TO THE GATE TO SIGN OFF AN AIRWORTHINESS RELEASE. XYZ WAS TO MEL THE UPPER ANTI-COLLISION LIGHT. I ASKED XYZ IF THE STROBE LIGHTS WERE WORKING. HE SAID THEY WERE. THIS ACFT HAS OSCULATING NAV LIGHTS AND NOT STROBES. XYZ SAID HE MISUNDERSTOOD THE MEL. XYZ ACR WORK EXPERIENCE IS 13 MONTHS.
