Narrative:

Departed oak runway 29. Clearance was turn left to 130 degrees, climb and maintain 15000 ft. At 400 ft, we switched to bay departure. I overheard a conversation between bay and another aircraft, referencing a possible conflict with us. At 1900 ft, bay told me to maintain 2000 ft. We were climbing at 3000 FPM! We overshot 2000 ft by 300-400 ft. We need TCASII on all freighters and we need it yesterday, not tomorrow!

Title: 2 APPARENTLY UNCOORDINATED DEPS, ONE OFF SAN FRANCISCO, THE OTHER OFF OAKLAND RESULTED IN LESS THAN LEGAL SEPARATION BTWN ACFT. ONE ACFT HAD TCASII, WHICH GENERATED AN RA. THE OTHER ACFT WAS NOT TCASII EQUIPPED.
