Narrative:

While flying traffic at a sports venue in tx, I had 3 near misses with unauthorized fixed wing traffic. All aircraft around the venue were required to have a prior permission request and a squawk code from the ft worth GADO. Rotor wing traffic (shuttles) were 300-500 ft AGL, tv rotor wings were 700 ft AGL, and traffic watch fixed wings were 1000-1700 ft AGL. No aircraft without a prior permission request and code were allowed in class D airspace. After the event, afw tower allowed IFR departures to depart through the airspace over the venue. A mooney crossed below me at about 800 ft AGL between me and the rotor wing traffic. I reported it to the tower. 30 seconds later, an A36 came across the venue at my altitude and towards me. He saw me, turned away and climbed almost hitting a second traffic watch cessna at 1650 ft AGL. This time we both called the tower, traffic watch and tv use 123.02. We were using 135.15 afw. 30 seconds later the third aircraft, a light twin, was coming through in a climb. I called the second traffic watch and said, '12 O'clock and climbing.' he replied with, 'hey tower these sons of bitches are trying to kill us up here -- what are you people trying to do to us?' the tower replied with 'they are supposed to stay clear of the venue.' problem: inexperienced people in the tower. Controllers not paying attention to the situation. At any one time there were: 4 banner towers at 1200-1300 ft AGL, 8 or 10 shuttle rotor wings, 4-6 tv rotor wings and 3 traffic watch fixed wings. Also, large numbers of aircraft outside the class D looking in. At no time did any of the prior permission request traffic have any trouble with another prior permission request aircraft.

Title: C172 ACFT ON TFC WATCH MISSION OVER SPORTS VENUE ENCOUNTERED MULTIPLE ACFT AT VARIOUS ALTS. ALL THE ACFT SHOULD HAVE HAD XPONDER CODES ASSIGNED BY ATC AND ALSO IN CONTACT WITH THE LCL TWR. APPARENTLY THERE WERE ACFT FLYING AT WILL CAUSING MULTIPLE EVASIVE MANEUVERS BY OTHER ACFT AND UNCOORDINATED TWR CTL.

HE SAW ME, TURNED AWAY AND CLBED ALMOST HITTING A SECOND TFC WATCH CESSNA AT 1650 FT AGL. THIS TIME WE BOTH CALLED THE TWR, TFC WATCH AND TV USE 123.02. WE WERE USING 135.15 AFW. 30 SECONDS LATER THE THIRD ACFT, A LIGHT TWIN, WAS COMING THROUGH IN A CLB. I CALLED THE SECOND TFC WATCH AND SAID, '12 O'CLOCK AND CLBING.' HE REPLIED WITH, 'HEY TWR THESE SONS OF BITCHES ARE TRYING TO KILL US UP HERE -- WHAT ARE YOU PEOPLE TRYING TO DO TO US?' THE TWR REPLIED WITH 'THEY ARE SUPPOSED TO STAY CLR OF THE VENUE.' PROB: INEXPERIENCED PEOPLE IN THE TWR. CTLRS NOT PAYING ATTN TO THE SIT. AT ANY ONE TIME THERE WERE: 4 BANNER TOWERS AT 1200-1300 FT AGL, 8 OR 10 SHUTTLE ROTOR WINGS, 4-6 TV ROTOR WINGS AND 3 TFC WATCH FIXED WINGS. ALSO, LARGE NUMBERS OF ACFT OUTSIDE THE CLASS D LOOKING IN. AT NO TIME DID ANY OF THE PRIOR PERMISSION REQUEST TFC HAVE ANY TROUBLE WITH ANOTHER PRIOR PERMISSION REQUEST ACFT.
