Narrative:

While descending on the chins 2 STAR into sea, we were cleared to descend to FL230. After leveling at FL230 and now 13 mi from snomy, we were told to cross snomy at 16000 ft. Approximately 5 mi from snomy in an idle power, 310 KT speed brakes extended confign, I asked the captain to get relief from the altitude restr because we could not make it. He instructed me to increase speed 20 KTS and it should make it. (This was an IOE chkout for me.) at 1.5 mi prior to snomy, we tried to call but radio calls from other aircraft prevented contact with ZSE. We crossed snomy at 16800 ft. Nothing was mentioned by ZSE and we were sent to arrival at that time. Causes: 1) late descent by center for the restr. 2) pilots not requesting relief earlier. 3) pilots accepting the clearance knowing we were too high.

Narrative: WHILE DSNDING ON THE CHINS 2 STAR INTO SEA, WE WERE CLRED TO DSND TO FL230. AFTER LEVELING AT FL230 AND NOW 13 MI FROM SNOMY, WE WERE TOLD TO CROSS SNOMY AT 16000 FT. WE CROSSED SNOMY AT 16800 FT. NOTHING WAS MENTIONED BY ZSE AND WE WERE SENT TO ARR AT THAT TIME. CAUSES: 1) LATE DSCNT BY CTR FOR THE RESTR. 2) PLTS NOT REQUESTING RELIEF EARLIER. 3) PLTS ACCEPTING THE CLRNC KNOWING WE WERE TOO HIGH.
