Narrative:

A late clearance to cross logen at 14000 ft resulted in a maximum effort (level change) descent to comply. Seeing we could not make the restr, we notified center descending through FL200 at 4000 FPM. Center responded by telling us to maintain FL190. Aircraft descended through FL190 by about 400 ft before descent could be stopped and FL190 maintained.
