Narrative:

Set altimeter to field elevation but did not check kollsman window. Was cleared to 3000 ft. Asked by ATC what altitude I was given. I said 3000 ft. They said I was at 4000 ft. I immediately descended to 3000 ft setting the altimeter by kollsman window to altimeter by ATC reading. Due to low pressure in area previous week's altimeter must have been below sea level! I've never had this happen before. Was not told to call ATC. Clear VFR at the time. En route to frederick for practice approachs.

Title: A GA PLT LEVELS OFF 1000 FT ABOVE HIS ASSIGNED ALT AND IS CORRECTED BY DEP CTLR AT BWI, MD.

Narrative: SET ALTIMETER TO FIELD ELEVATION BUT DID NOT CHK KOLLSMAN WINDOW. WAS CLRED TO 3000 FT. ASKED BY ATC WHAT ALT I WAS GIVEN. I SAID 3000 FT. THEY SAID I WAS AT 4000 FT. I IMMEDIATELY DSNDED TO 3000 FT SETTING THE ALTIMETER BY KOLLSMAN WINDOW TO ALTIMETER BY ATC READING. DUE TO LOW PRESSURE IN AREA PREVIOUS WK'S ALTIMETER MUST HAVE BEEN BELOW SEA LEVEL! I'VE NEVER HAD THIS HAPPEN BEFORE. WAS NOT TOLD TO CALL ATC. CLR VFR AT THE TIME. ENRTE TO FREDERICK FOR PRACTICE APCHS.
