Narrative:

Center had cleared us from FL290 to cross FL230 at 35 NM northeast of philipsburg. First officer started the descent over psb and TCASII gave a TA at FL287. Simultaneously, center asked if we had 'started descent' and to 'climb back to FL290.' we had already leveled and climbed back to FL290 as center was talking. Another aircraft had appeared on TCASII directly below us. Center then cleared us to the next sector which then gave us another descent clearance.

Title: A B727 STARTS ITS DSCNT FROM FL290 ON SCHEDULE OVER PSB VOR ONLY TO HAVE THE TCASII DETECT AN ACFT BELOW AT FL280. TCASII AND THE CTR CTLR DETECT THE OPERROR AT THE SAME TIME.

Narrative: CTR HAD CLRED US FROM FL290 TO CROSS FL230 AT 35 NM NE OF PHILIPSBURG. FO STARTED THE DSCNT OVER PSB AND TCASII GAVE A TA AT FL287. SIMULTANEOUSLY, CTR ASKED IF WE HAD 'STARTED DSCNT' AND TO 'CLB BACK TO FL290.' WE HAD ALREADY LEVELED AND CLBED BACK TO FL290 AS CTR WAS TALKING. ANOTHER ACFT HAD APPEARED ON TCASII DIRECTLY BELOW US. CTR THEN CLRED US TO THE NEXT SECTOR WHICH THEN GAVE US ANOTHER DSCNT CLRNC.
