Narrative:

After flap retraction from msp, noticed that aircraft was hard to turn to the left. (Left aileron control was very stiff, right aileron control appeared normal.) continued climb to FL290, discussed problem with maintenance control. Was advised by maintenance control to return to msp. Used system knowledge to determine that we had lost use of the left wing spoilers (speed brake left wing). Declared emergency, dumped fuel, and returned to msp with normal approach and landing. Left aileron was stiff and hard to move for the approach and landing. No other problems noted.

Narrative: AFTER FLAP RETRACTION FROM MSP, NOTICED THAT ACFT WAS HARD TO TURN TO THE L. (L AILERON CTL WAS VERY STIFF, R AILERON CTL APPEARED NORMAL.) CONTINUED CLB TO FL290, DISCUSSED PROB WITH MAINT CTL. WAS ADVISED BY MAINT CTL TO RETURN TO MSP. USED SYS KNOWLEDGE TO DETERMINE THAT WE HAD LOST USE OF THE L WING SPOILERS (SPD BRAKE L WING).
