Narrative:

Air carrier airlines ZZZ maintenance and engineering center knowingly released an aircraft in a less than airworthy condition by using unapproved materials on this aircraft. Callback conversation with reporter revealed the following information: the reporter stated all the critical external areas of the aircraft are normally outlined in red polyurethane paint which is fuel proof and long lasting. The reporter said the polyurethane paint is the only paint approved in chapter 11 of the maintenance manual. The reporter stated the company has substituted a cheap red lacquer that is not fuel proof and definitely not long lasting. The reporter said the critical areas outlined in red are escape windows and doors, fuel vents, static and pitot ports, electrical grounding points and other emergency points. The reporter said the manager of quality control warned the reporter of his bad attitude and not being a 'team player.' the reporter was counseled and given the FAA hotline number.

Title: AN MD80 WAS RELEASED FOR SVC IN NON COMPLIANCE WITH UNAPPROVED AND UNAUTH RED LACQUER USED TO OUTLINE CRITICAL EXTERNAL AREAS OF THE ACFT. THE POINTS INCLUDE BUT ARE NOT LIMITED TO, OUTLINE OF EMER EXIT DOORS, PITOT AND STATIC AREAS, FUEL VENTS, GNDING POINTS AND WINDOW ESCAPE HANDLES.

Narrative: ACR AIRLINES ZZZ MAINT AND ENGINEERING CTR KNOWINGLY RELEASED AN ACFT IN A LESS THAN AIRWORTHY CONDITION BY USING UNAPPROVED MATERIALS ON THIS ACFT.
