Narrative:

We were established on the cri 223 degree radial outside of asalt (6 DME) when given the clearance 'cross canarsie at 1500 ft, cleared the VOR runway 13L approach.' no mention was made of the usual maintaining 3000 ft until established. First officer was flying and descended out of 3000 ft before asalt. The approach plate says asalt can be crossed at 2000 ft when authority/authorized by ATC. I don't recall what altitude we crossed asalt, but I believe it was above 2000 ft. I should have done 1 of 2 things -- either clarify with ATC if we were cleared out of 3000 ft before asalt or had the first officer wait until past asalt before leaving 3000 ft. Looking back, I think we should have stayed at 3000 ft till asalt, but the approach clearance threw me off.

I DON'T RECALL WHAT ALT WE CROSSED ASALT, BUT I BELIEVE IT WAS ABOVE 2000 FT. I SHOULD HAVE DONE 1 OF 2 THINGS -- EITHER CLARIFY WITH ATC IF WE WERE CLRED OUT OF 3000 FT BEFORE ASALT OR HAD THE FO WAIT UNTIL PAST ASALT BEFORE LEAVING 3000 FT. LOOKING BACK, I THINK WE SHOULD HAVE STAYED AT 3000 FT TILL ASALT, BUT THE APCH CLRNC THREW ME OFF.
