Narrative:

Recently atl tower is using 123.85 for takeoff on runway 9L. The runway 9R landing traffic is on 119.1. This is a totally unsafe operation. As a pilot, you have no situational awareness. Aircraft are cleared to cross your runway and you don't hear the readback. The frequency (123.85) is not published in approach plates. The corrective action is to discontinue this operation now.
