Narrative:

After both engines were started normally and within limits, the external power switch was selected off. There was a change in the sound of the #1 engine. It was accelerating, the external power switch was selected back on. Upon scanning the engine gauges, the torque was accelerating through 124%. The engine was immediately shut down. Maintenance was called and another start was attempted. On the second attempt the engine started to accelerate and was shut down at 50%. A third attempt was made with the ecu selected to manual mode. This appeared to be the source of the problem. When the ecu was turned back on the 'runaway' situation was duplicated.

Title: THE #1 ENG ON A DHC8 STARTS TO ACCELERATE AT THE RAMP JUST AFTER STARTING #2 ENG AND AFTER THE EXTERNAL PWR UNIT WAS DISCONNECTED.

Narrative: AFTER BOTH ENGS WERE STARTED NORMALLY AND WITHIN LIMITS, THE EXTERNAL PWR SWITCH WAS SELECTED OFF. THERE WAS A CHANGE IN THE SOUND OF THE #1 ENG. IT WAS ACCELERATING, THE EXTERNAL PWR SWITCH WAS SELECTED BACK ON. UPON SCANNING THE ENG GAUGES, THE TORQUE WAS ACCELERATING THROUGH 124%. THE ENG WAS IMMEDIATELY SHUT DOWN. MAINT WAS CALLED AND ANOTHER START WAS ATTEMPTED. ON THE SECOND ATTEMPT THE ENG STARTED TO ACCELERATE AND WAS SHUT DOWN AT 50%. A THIRD ATTEMPT WAS MADE WITH THE ECU SELECTED TO MANUAL MODE. THIS APPEARED TO BE THE SOURCE OF THE PROB. WHEN THE ECU WAS TURNED BACK ON THE 'RUNAWAY' SIT WAS DUPLICATED.
