Narrative:

I was working arrival/departure east/west radar position combined. No handoff coordinator was present. 3 frequencys were combined. Traffic was moderate, complex arrs and departing aircraft at eri, hzy, jhw, cyhm, yyz, ZOB, yng, cle. At approximately XX07, or thereafter, I lost radar with aircraft X, C310, an overflt from yyz landing cle at 6000 ft MSL. I advised him that radar contact was lost. Last known position 35 NM northwest of eri on a 220 degree heading, landing cle. I attempted to approval request with cle approach, who advised me there was a stop to cle which I never received. After I lost radar contact with aircraft X, to proceed direct jfn. Due to a automation problem between ZOB and yyz, cle did not have a strip. Cle relayed to me to keep him off my grass. The pilot was giving me VOR reading of jfn 100 degrees at 20 DME, 095 degrees at 10 DME. Cle approach advised they believed that he was in their airspace.

Title: ACFT X WAS ALLOWED TO ENTER THE ADJACENT FACILITY'S AIRSPACE AFTER THE RPTR WAS TOLD TO KEEP THE ACFT OUT OF THEIR AIRSPACE.

Narrative: I WAS WORKING ARR/DEP E/W RADAR POS COMBINED. NO HDOF COORDINATOR WAS PRESENT. 3 FREQS WERE COMBINED. TFC WAS MODERATE, COMPLEX ARRS AND DEPARTING ACFT AT ERI, HZY, JHW, CYHM, YYZ, ZOB, YNG, CLE. AT APPROX XX07, OR THEREAFTER, I LOST RADAR WITH ACFT X, C310, AN OVERFLT FROM YYZ LNDG CLE AT 6000 FT MSL. I ADVISED HIM THAT RADAR CONTACT WAS LOST. LAST KNOWN POS 35 NM NW OF ERI ON A 220 DEG HDG, LNDG CLE. I ATTEMPTED TO APPROVAL REQUEST WITH CLE APCH, WHO ADVISED ME THERE WAS A STOP TO CLE WHICH I NEVER RECEIVED. AFTER I LOST RADAR CONTACT WITH ACFT X, TO PROCEED DIRECT JFN. DUE TO A AUTOMATION PROB BTWN ZOB AND YYZ, CLE DID NOT HAVE A STRIP. CLE RELAYED TO ME TO KEEP HIM OFF MY GRASS. THE PLT WAS GIVING ME VOR READING OF JFN 100 DEGS AT 20 DME, 095 DEGS AT 10 DME. CLE APCH ADVISED THEY BELIEVED THAT HE WAS IN THEIR AIRSPACE.
