Narrative:

Everyone knew this flight was passenger limited due to weight. When agent delivered weight and balance, I noticed there was no tolerance to add or subtract passenger. Also noticed they used 5 child weights. Flight attendant confirmed total passenger count but said only 3 children were on board (child is defined as 2-12 yrs old, 85 pounds). Asked agent if he knew implications of wrong performance data and to get new weight and balance. Other agents came and removed 3 non revenues. Believe this is a training issue. With inadequate guidance agents 'do what it takes' to get weight limited flts out 'on time.'

Title: B727 GATE AGENT BOARDED PAX SO AS TO PUT THE AIRPLANE ABOVE THE MAX GROSS WT.

Narrative: EVERYONE KNEW THIS FLT WAS PAX LIMITED DUE TO WT. WHEN AGENT DELIVERED WT AND BAL, I NOTICED THERE WAS NO TOLERANCE TO ADD OR SUBTRACT PAX. ALSO NOTICED THEY USED 5 CHILD WTS. FLT ATTENDANT CONFIRMED TOTAL PAX COUNT BUT SAID ONLY 3 CHILDREN WERE ON BOARD (CHILD IS DEFINED AS 2-12 YRS OLD, 85 LBS). ASKED AGENT IF HE KNEW IMPLICATIONS OF WRONG PERFORMANCE DATA AND TO GET NEW WT AND BAL. OTHER AGENTS CAME AND REMOVED 3 NON REVENUES. BELIEVE THIS IS A TRAINING ISSUE. WITH INADEQUATE GUIDANCE AGENTS 'DO WHAT IT TAKES' TO GET WT LIMITED FLTS OUT 'ON TIME.'
