Narrative:

This was our first flight of our trip. The aircraft assigned was xyz, it had a deferred APU. The aircraft came in late. Our flight was cvg to cle aircraft X that had a departure time of AB15. The passenger were boarded at about AA45 and we were waiting on ramp to get us an air cart to start the #2 engine. Operations told us the air cart was frozen and they were trying to come up with something. A few mins later an a&P mechanic came on and said he was starting the APU so we could start the engine. I said it was deferred, he said it was ok. He started the APU. I started the #2 engine. He shut down the APU. We taxied to deice, started #2 engine from the #2 engine deiced with type I and taxied to runway 27. We ran the engine packs and bleeds for heat going to runway and smelled no deice fluid fumes. For takeoff we had the packs and engine bleeds off with wing and cowl anti-ice on. After 1500 ft when running climb checklist hot pack, smoke started coming from the eyeball vents after the bleeds and packs were turned on. The first officer was flying so I could put on my mask with my left hand and turn off the bleeds with my right hand. My first officer got his mask on and we had communication. I got out the QRH, told ATC the problem, and started doing the QRH. The flight attendant at first sign of smoke started ringing us, causing much distraction, so the first officer told her we knew of the problem. When I was down to the smoke removal, I called her to see how it was in back. She said there was a lot of smoke. I asked if she wanted the masks, she said yes. I dropped the masks and finished the QRH smoke removal. We got back into normal checklist and landed. The flight attendant panicked and distraction us in the cockpit. Callback conversation with reporter revealed the following information: the reporter stated the aircraft was a canadair CL65 and the feedback from maintenance on the corrective action taken was the replacement of the pack filter or filters due to contamination. The reporter said that deicing fluid was highly suspect but maintenance did not state the contaminant.

Title: A CANADAIR CL65 ON INITIAL CLB AT 1500 FT DECLARED AN EMER AND DIVERTED DUE TO SMOKE IN THE COCKPIT AND CABIN CAUSED BY AIR CONDITIONING PACK FILTERS CONTAMINATED WITH DEICING FLUID.

A FEW MINS LATER AN A&P MECH CAME ON AND SAID HE WAS STARTING THE APU SO WE COULD START THE ENG. I SAID IT WAS DEFERRED, HE SAID IT WAS OK. HE STARTED THE APU. I STARTED THE #2 ENG. HE SHUT DOWN THE APU. WE TAXIED TO DEICE, STARTED #2 ENG FROM THE #2 ENG DEICED WITH TYPE I AND TAXIED TO RWY 27. WE RAN THE ENG PACKS AND BLEEDS FOR HEAT GOING TO RWY AND SMELLED NO DEICE FLUID FUMES. FOR TKOF WE HAD THE PACKS AND ENG BLEEDS OFF WITH WING AND COWL ANTI-ICE ON. AFTER 1500 FT WHEN RUNNING CLB CHKLIST HOT PACK, SMOKE STARTED COMING FROM THE EYEBALL VENTS AFTER THE BLEEDS AND PACKS WERE TURNED ON. THE FO WAS FLYING SO I COULD PUT ON MY MASK WITH MY L HAND AND TURN OFF THE BLEEDS WITH MY R HAND. MY FO GOT HIS MASK ON AND WE HAD COM. I GOT OUT THE QRH, TOLD ATC THE PROB, AND STARTED DOING THE QRH. THE FLT ATTENDANT AT FIRST SIGN OF SMOKE STARTED RINGING US, CAUSING MUCH DISTR, SO THE FO TOLD HER WE KNEW OF THE PROB. WHEN I WAS DOWN TO THE SMOKE REMOVAL, I CALLED HER TO SEE HOW IT WAS IN BACK. SHE SAID THERE WAS A LOT OF SMOKE. I ASKED IF SHE WANTED THE MASKS, SHE SAID YES. I DROPPED THE MASKS AND FINISHED THE QRH SMOKE REMOVAL. WE GOT BACK INTO NORMAL CHKLIST AND LANDED. THE FLT ATTENDANT PANICKED AND DISTR US IN THE COCKPIT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE ACFT WAS A CANADAIR CL65 AND THE FEEDBACK FROM MAINT ON THE CORRECTIVE ACTION TAKEN WAS THE REPLACEMENT OF THE PACK FILTER OR FILTERS DUE TO CONTAMINATION. THE RPTR SAID THAT DEICING FLUID WAS HIGHLY SUSPECT BUT MAINT DID NOT STATE THE CONTAMINANT.
