Narrative:

I was making the welcome aboard PA and the first officer was climbing the aircraft to FL280. We set and acknowledged FL280 (which a check airman jump seater also said he saw). As I was finishing the PA, I noticed we were climbing through FL280. We climbed to FL285 before descending to FL280. Somehow the altitude alert system was set at FL290. There were no traffic conflicts.

Title: FLC FAILS TO LEVEL OFF PROMPTLY AT ASSIGNED ALT ON CLBOUT FROM LGA.

Narrative: I WAS MAKING THE WELCOME ABOARD PA AND THE FO WAS CLBING THE ACFT TO FL280. WE SET AND ACKNOWLEDGED FL280 (WHICH A CHK AIRMAN JUMP SEATER ALSO SAID HE SAW). AS I WAS FINISHING THE PA, I NOTICED WE WERE CLBING THROUGH FL280. WE CLBED TO FL285 BEFORE DSNDING TO FL280. SOMEHOW THE ALT ALERT SYS WAS SET AT FL290. THERE WERE NO TFC CONFLICTS.
