Narrative:

Our flight (X) was on the airway at FL280 talking to mexico city center. The local time was about XA40. The sky was clear, we received a TA from the TCASII followed by an RA, descent rate of 1500 FPM. We followed the RA command and I called the center to let him know. He got very upset that we left our altitude without permission. The traffic (Y) passed over us at a TCASII separation of 700 ft. We returned to FL280 when the traffic cleared.

Title: ACR MD80S FLC REACT, TO TCASII RA DUE TO OPPOSITE DIRECTION TFC AT FL280. ARTCC RADAR CTLR UPSET WITH MD80S ALT EXCURSION WITHOUT PERMISSION.

Narrative: OUR FLT (X) WAS ON THE AIRWAY AT FL280 TALKING TO MEXICO CITY CTR. THE LCL TIME WAS ABOUT XA40. THE SKY WAS CLR, WE RECEIVED A TA FROM THE TCASII FOLLOWED BY AN RA, DSCNT RATE OF 1500 FPM. WE FOLLOWED THE RA COMMAND AND I CALLED THE CTR TO LET HIM KNOW. HE GOT VERY UPSET THAT WE LEFT OUR ALT WITHOUT PERMISSION. THE TFC (Y) PASSED OVER US AT A TCASII SEPARATION OF 700 FT. WE RETURNED TO FL280 WHEN THE TFC CLRED.
