Narrative:

After a crew on duty rest period of 5 hours, of which only 3 hours of sleep were attained, the following happened: our departure time was AB05 from tri to atl. We radioed the airplane for departure and taxied out to runway 23. I called for a clearance on approach frequency and was informed that the tri tower was open. I then called tower and asked for a taxi clearance, although we already had taxied. We then received a clearance from tri tower. I think if the crew had been more rested and therefore more alert, this occurrence may not have happened. Also I believe if the crew had been at a higher experience level this could have helped in the overall picture. It is not very smart to send a brand new crewman out on a crew on duty overnight. It is not very smart for an airline to even conduct crew on duty overnights. I believe they are a safety hazard of the highest order.

Title: A CL65 FO RPT ON FLC WORK SCHEDULING AND SENDING 'BRAND NEW CREWMEN' OUT ON LAYOVER NIGHT OP. THE CREW HAD TAXIED THE ACFT WITHOUT CLRNC THINKING THAT THE TWR WAS STILL CLOSED AT TRI, TN.

Narrative: AFTER A CREW ON DUTY REST PERIOD OF 5 HRS, OF WHICH ONLY 3 HRS OF SLEEP WERE ATTAINED, THE FOLLOWING HAPPENED: OUR DEP TIME WAS AB05 FROM TRI TO ATL. WE RADIOED THE AIRPLANE FOR DEP AND TAXIED OUT TO RWY 23. I CALLED FOR A CLRNC ON APCH FREQ AND WAS INFORMED THAT THE TRI TWR WAS OPEN. I THEN CALLED TWR AND ASKED FOR A TAXI CLRNC, ALTHOUGH WE ALREADY HAD TAXIED. WE THEN RECEIVED A CLRNC FROM TRI TWR. I THINK IF THE CREW HAD BEEN MORE RESTED AND THEREFORE MORE ALERT, THIS OCCURRENCE MAY NOT HAVE HAPPENED. ALSO I BELIEVE IF THE CREW HAD BEEN AT A HIGHER EXPERIENCE LEVEL THIS COULD HAVE HELPED IN THE OVERALL PICTURE. IT IS NOT VERY SMART TO SEND A BRAND NEW CREWMAN OUT ON A CREW ON DUTY OVERNIGHT. IT IS NOT VERY SMART FOR AN AIRLINE TO EVEN CONDUCT CREW ON DUTY OVERNIGHTS. I BELIEVE THEY ARE A SAFETY HAZARD OF THE HIGHEST ORDER.
