Narrative:

Performed receiving checklist. Pushed back XA56Z. Deice began XB04Z. Deiced aircraft for 28 mins. Performed engine start, after start, and taxi checklists. Engine anti-ice on for taxi. Cleared for takeoff when taxiing onto runway 17L. Only 50 ft of runway cleared of snow. Runway conditions: patchy snow over ice. Each 50 ft side of runway covered with snow. Braking reports good by ground control on taxi out. Stopped aircraft on centerline. Advanced throttle to 38%. Power even on both engines. Aircraft started skidding to the right of centerline. Brought throttles to idle and applied full brakes and left rudder. Aircraft slowly skidded to a stop with right main and nose gear off the side of the runway. Stopped short of taxiway E2 (approximately 1000 ft). Airspeed not registered on airspeed indicator, approximately 15 KTS. Made a PA to remain seated. Called tower that we were off the side of the runway. Called company. Started APU. Did after landing checklist. Shut down both engines. Company and city wanted maintenance inspection before moving aircraft. Passenger deplaned and taken by bus to terminal. All 5 crew members and several non revenues got on the last bus at CD30 local. Operations requested we do a termination checklist and shut down the APU but leave the battery on. Also requested maintenance write-up and logbook be left in airplane. No aircraft damage, no injuries. ATIS XA55Z 100 degrees 6 DME. 2 1/2 scattered to broken, 13 mi overcast, 18 mi overcast, - 14/-15, altimeter 29.98. Cos ATIS should have mentioned only center 50 ft plowed. Runway should have been sanded.
