Narrative:

On dec/xa/98 at XA43, air carrier xyz takeoff from osaka kansai (kix) en route to anchorage (anc). Upon raising landing gear handle, the left main unsafe up red annunciator light illuminated on the pilot's forward instrument panel and the so's panel. Speed was maintained at approximately 230-240 KIAS while the appropriate checklist was reviewed. Departure, and subsequently center, company informed of the difficulty. The checklist was initiated with speed at 230 KIAS without success -- both red warning lights remained illuminated with gear handle cycled up. Company operations was informed and fuel computations were requested based on possible gear down or gear door opened, speed less than 260 KTS and altitude (cruise) of FL240. Company's computer 'model' indicated insufficient fuel to make original destination, and goc initiated coordination to have flight divert and land at narita (jaa). Center was advised, and they also initiated coordination with narita since the field was closed at this time due to repair of some txwys. We entered holding as indicated by center and informed them of our time in fuel and an ability to hold until scheduled open time (approximately 2 hours). Narita nevertheless expedited clearing the runway and, after dumping approximately 27000 pounds of fuel, we declared an emergency, requested crash fire rescue equipment truck support and executed an uneventful approach and landing. The maintenance action and corrective action did find some problems in the left main area with regard to latch tolerance of doors and gear assembly. Problems were repaired, and we departed the next day for anc without further incident.

SPD WAS MAINTAINED AT APPROX 230-240 KIAS WHILE THE APPROPRIATE CHKLIST WAS REVIEWED. DEP, AND SUBSEQUENTLY CTR, COMPANY INFORMED OF THE DIFFICULTY. THE MAINT ACTION AND CORRECTIVE ACTION DID FIND SOME PROBS IN THE L MAIN AREA WITH REGARD TO LATCH TOLERANCE OF DOORS AND GEAR ASSEMBLY. PROBS WERE REPAIRED, AND WE DEPARTED THE NEXT DAY FOR ANC WITHOUT FURTHER INCIDENT.
