Narrative:

Holding at 5000 ft MSL over flory LOM, for the ILS runway 35 at sln, we were told to proceed direct sln VOR, descend and maintain 4000 ft MSL, expect approach clearance shortly. Descending through 4500 ft MSL, center asked assigned altitude of 5000 ft. I told him, negative descending assigned 4000 ft. The controller said I was never cleared to 4000 ft to maintain 5000 ft.
