Narrative:

BE35 was released off runway 30 for vectors to the ILS. His assigned heading was runway heading. The C182 was over the VOR outbound for VOR 21 at 2800 ft. The BE35 was climbing to 3000 ft. BE35 was radar idented and asked intentions to follow this approach. He advised he would like vectors for another ILS. He was advised, after this approach, to fly heading 070 degrees and maintain 3000 ft. I then proceeded to hand write flight progress strips because there were 3 aircraft in the practice IFR pattern. I glanced back at the radar and noticed the BE35 converging with the C182. I asked the BE35 if he was still on his runway heading and he apologized and said he was direct the OM. I immediately gave the BE35 a 300 degree heading and climb to 4000 ft.

Title: THE PLT OF AN SMA ACFT MAY HAVE BEEN CONFUSED BY THE CTLR'S RESPONSE AND APPARENTLY TURNED INTO THE PATH OF ANOTHER SMA ACFT.

Narrative: BE35 WAS RELEASED OFF RWY 30 FOR VECTORS TO THE ILS. HIS ASSIGNED HDG WAS RWY HDG. THE C182 WAS OVER THE VOR OUTBOUND FOR VOR 21 AT 2800 FT. THE BE35 WAS CLBING TO 3000 FT. BE35 WAS RADAR IDENTED AND ASKED INTENTIONS TO FOLLOW THIS APCH. HE ADVISED HE WOULD LIKE VECTORS FOR ANOTHER ILS. HE WAS ADVISED, AFTER THIS APCH, TO FLY HDG 070 DEGS AND MAINTAIN 3000 FT. I THEN PROCEEDED TO HAND WRITE FLT PROGRESS STRIPS BECAUSE THERE WERE 3 ACFT IN THE PRACTICE IFR PATTERN. I GLANCED BACK AT THE RADAR AND NOTICED THE BE35 CONVERGING WITH THE C182. I ASKED THE BE35 IF HE WAS STILL ON HIS RWY HDG AND HE APOLOGIZED AND SAID HE WAS DIRECT THE OM. I IMMEDIATELY GAVE THE BE35 A 300 DEG HDG AND CLB TO 4000 FT.
