Narrative:

Rhv has 2 runways (runway 31L and runway 31R). My student and I were assigned runway 31L. During our 8 KM approach, tower seemed to be confused between a luscombe and our aircraft. We were also transmitting and receiving on 126.1. Approximately 1 mi from airport, tower assigned runway 31R. There did not seem to be another aircraft in front of me or getting ready to take off. Therefore, I confirmed with tower if they wanted aircraft X (aircraft I was in) to move to runway 31R. Tower cleared us to land runway 31R. At this time we were also on 119.8, frequency for runway 31R. We commenced to make landing. Out of my left window (I was sitting in back), I saw a C152 (aircraft Y) starting to land on top of us. Tower also saw the situation and told aircraft Y to go around. I called tower when I was on the ground (by telephone). They admitted to me a mistake had been made on their part. Tower had actually cleared 2 aircraft to land runway 31R. The C152 landed safely, upon executing a go around.

WE WERE ALSO XMITTING AND RECEIVING ON 126.1. APPROX 1 MI FROM ARPT, TWR ASSIGNED RWY 31R. THERE DID NOT SEEM TO BE ANOTHER ACFT IN FRONT OF ME OR GETTING READY TO TAKE OFF. THEREFORE, I CONFIRMED WITH TWR IF THEY WANTED ACFT X (ACFT I WAS IN) TO MOVE TO RWY 31R. TWR CLRED US TO LAND RWY 31R. AT THIS TIME WE WERE ALSO ON 119.8, FREQ FOR RWY 31R. WE COMMENCED TO MAKE LNDG. OUT OF MY L WINDOW (I WAS SITTING IN BACK), I SAW A C152 (ACFT Y) STARTING TO LAND ON TOP OF US. TWR ALSO SAW THE SIT AND TOLD ACFT Y TO GO AROUND. I CALLED TWR WHEN I WAS ON THE GND (BY TELEPHONE). THEY ADMITTED TO ME A MISTAKE HAD BEEN MADE ON THEIR PART. TWR HAD ACTUALLY CLRED 2 ACFT TO LAND RWY 31R. THE C152 LANDED SAFELY, UPON EXECUTING A GAR.
