Narrative:

Air carrier flight abc, BE1900C, was taxiing from ramp area to runway 31 at rockland. Leaving the terminal, CTAF broadcast was made 'rockland traffic air carrier #abc, taxi from terminal holding short of runway 31 rockland.' a cherokee responded on the low approach for runway 21 at rockland. At the hold short line for runway 31, air carrier abc again broadcast 'holding short of runway 31 rockland.' cherokee responded on the crosswind runway 21. Air carrier abc called for IFR release from brunswick approach, CTAF 122.8 is always active on communication #1, no CTAF xmissions were heard, as air carrier abc made CTAF transmission 'air carrier abc, a BE1900, back taxi runway 31 rockland,' no other traffic was responding. As is my habit pattern, there is always a visual confirmation that no conflict exists -- ie, collision on runway with other aircraft. The air carrier BE1900 turned towards runway 31 from taxiway. There was a C172 #XXX just rotating on takeoff runway 31. Aircraft XXX did not make any CTAF calls prior to departure. Had I not cleared the runway before taxiing onto it, we would have a catastrophic event -- 2 airplanes colliding. The operator of the C172 placed the crew and passenger at risk. Non conformance to aim CTAF procedures by a far 91 private pilot are causal factors. Luckily, we (the crew of air carrier abc) weren't as complacent as the cherokee PIC.

NON CONFORMANCE TO AIM CTAF PROCS BY A FAR 91 PVT PLT ARE CAUSAL FACTORS. LUCKILY, WE (THE CREW OF ACR ABC) WEREN'T AS COMPLACENT AS THE CHEROKEE PIC.
