Narrative:

Continuous moderate chop on J121 over south virginia and north carolina at or above FL310. Sbound push in progress. Most aircraft FL220-FL280 due to chop. ZJX tried to hand off aircraft X, 6/F16 block altitude FL250-FL270. I told ZJX unable block due to sbound traffic and continuous moderate chop. I suggested rerte tyi orf (no traffic on J79). ZJX said 'but they're on an altitude reservation.' this was the first I heard of an altitude reservation. I still insisted on rerte due to traffic (safety). There was no altitude reservation paperwork on sector. Supervisor asleep (?) feet up. I was finally able to advise him what I was doing and why. A second flight came and we did the same thing. Aircraft were cleared to rejoin the altitude reservation when clear of traffic. I had 3-4 bays of traffic working a combined sector (ilm/diw H). Diw frequencys OTS anyway. Traffic very heavy. No help from tmu. As a result of the rerte and spin (a third flight) the altitude reservation was delayed. Command center and state department involved because it was apparently a 'live' mission that was delayed. No paperwork, no briefing. Due to volume and chop, altitude reservation had to be moved. This whole thing was a mess. Possible pilot deviation with tanker (next sector). Possible airspace violation ZJX to ZDC. No help from tmu. No help from management. Too much to list. Now they want a head -- mine?

Title: ACFT WERE REMAINING AT LOWER FLT LEVELS DUE TO TURB. RPTR RECEIVED SEVERAL CALLS FROM THE MIL TO HDOF 3 SEPARATE ALT RESERVATIONS, NBOUND AT A BLOCK ALT THAT WOULD CONFLICT WITH HIS TFC. RPTR STATES HE HAD NO INFO AT THE SECTOR OF THESE MIL ALT RESERVATIONS, AND WAS EXTREMELY BUSY AND BELIEVES THOSE IN THE FACILITY THAT SHOULD HAVE HELPED HIM WERE NOT AVAILABLE.

SUPVR ASLEEP (?) FEET UP. I WAS FINALLY ABLE TO ADVISE HIM WHAT I WAS DOING AND WHY. A SECOND FLT CAME AND WE DID THE SAME THING. ACFT WERE CLRED TO REJOIN THE ALT RESERVATION WHEN CLR OF TFC. I HAD 3-4 BAYS OF TFC WORKING A COMBINED SECTOR (ILM/DIW H). DIW FREQS OTS ANYWAY. TFC VERY HVY. NO HELP FROM TMU. AS A RESULT OF THE RERTE AND SPIN (A THIRD FLT) THE ALT RESERVATION WAS DELAYED. COMMAND CTR AND STATE DEPT INVOLVED BECAUSE IT WAS APPARENTLY A 'LIVE' MISSION THAT WAS DELAYED. NO PAPERWORK, NO BRIEFING. DUE TO VOLUME AND CHOP, ALT RESERVATION HAD TO BE MOVED. THIS WHOLE THING WAS A MESS. POSSIBLE PLTDEV WITH TANKER (NEXT SECTOR). POSSIBLE AIRSPACE VIOLATION ZJX TO ZDC. NO HELP FROM TMU. NO HELP FROM MGMNT. TOO MUCH TO LIST. NOW THEY WANT A HEAD -- MINE?
