Narrative:

IFR aircraft X was inadvertently removed from ZSE's database by a developmental ATC specialist. Aircraft X requested lower from me on frequency. I scanned my strips and did not locate any information. I requested a position and altitude from aircraft X and determined that he was within the airspace delegated to geg approach. Believing that the aircraft had not made the appropriate frequency change, I gave the pilot approach's frequency. Within mins it was discovered that the flight plan had been removed. I relieved the previous controller, approximately 5 mins prior to the request for lower by aircraft X. I don't remember being briefed by the previous controller about aircraft X.

Title: SHORTLY AFTER ASSUMING A SECTOR POS AT ZSE, THE CTLR RECEIVED A CALL FROM A PA46 IN ANOTHER FACILITY'S AIRSPACE REQUESTING A LOWER ALT. THE CTLR HAD NO KNOWLEDGE OR INFO ON THE ACFT.

BELIEVING THAT THE ACFT HAD NOT MADE THE APPROPRIATE FREQ CHANGE, I GAVE THE PLT APCH'S FREQ. WITHIN MINS IT WAS DISCOVERED THAT THE FLT PLAN HAD BEEN REMOVED. I RELIEVED THE PREVIOUS CTLR, APPROX 5 MINS PRIOR TO THE REQUEST FOR LOWER BY ACFT X. I DON'T REMEMBER BEING BRIEFED BY THE PREVIOUS CTLR ABOUT ACFT X.
