Narrative:

A group of banner tow aircraft departed from spg with no transponder to enter a media area over a football stadium adjacent to tpa tower. Tpa's ASR-9 is unable to track these flts and they operate within the class B airspace area within 1 1/2 mi of the final for runways 18L and 27 where aircraft over 12500 pounds land. Other flight watch, police helicopters, and banner tow aircraft also operate in this area with working xponders. All aircraft that operate in a class B surface area for a profit should have working xponders.
