Narrative:

Inadvertent entry into class D airspace (deer valley) while maintaining altitude and heading last acknowledged with approach control (phx). No traffic conflict resulted. At approximately XA00 on nov/xa/98 contact was made with luke approach 3 mi east of buckeye VOR. Vectors around/through phx class B airspace were requested and luke approach assigned heading 030 degrees and 5500 ft MSL. Aircraft was subsequently handed off to phx approach and soon was cleared direct sdl at or below 5500 ft. We acknowledged direct sdl at 3500 ft. Approximately 10 mi west of sdl airport, controller advised me the next controller declined the handoff, squawk VFR and try approach on 120.7. While attempting to make this contact on a busy frequency and while maintaining last assigned/acknowledged heading and altitude, aircraft penetrated deer valley class D airspace. An immediate turn to the south was executed and when contact was finally accomplished with approach on 120.7, controller advised 7 mi west of sdl, squawk VFR and contact sdl tower. There must be a better procedure than to cut loose an aircraft being vectored with altitude restrs where the last assigned/acknowledged heading and altitude will lead to inappropriate airspace penetration.

Title: PA31 PLT REQUESTED CLRNC TO CROSS PHX CLASS B AIRSPACE FROM A MILFAC. CLRNC WAS GRANTED AND PLT WAS GIVEN A HDG AND ALT. THE MILFAC THEN HANDED THE ACFT OFF TO PHX APCH, WHICH CONTINUED CTL. WHEN THE NEXT HDOF WAS ATTEMPTED THE NEXT PHX CTLR REFUSED TO ACCEPT THE ACFT. THE ACFT PENETRATED CLASS D AIRSPACE WITHOUT CLRNC AS A RESULT.
