Narrative:

En route to ewr, told to hold at fqm. Advised only 10 mins holding fuel. With help from dispatch and assurance from ATC, were reclred fqm arrival, expect no further holding. Next controller started intrail separations and we advised we were at minimum fuel and probably going to divert to mdt. He right away cleared us on course. Upon checking in with new york approach, he stated we could now expect 25 min vector delays from sweet intersection to touchdown. Based on that information we had no choice but to declare an emergency for fuel. We were cleared direct and landed uneventfully. Supplemental information from acn 418298: approximately 5 mins from landing, told to expect about 25 min delay or declare emergency. I declared an emergency knowing a further delay could possibly compromise the safe arrival of the flight.

UPON CHKING IN WITH NEW YORK APCH, HE STATED WE COULD NOW EXPECT 25 MIN VECTOR DELAYS FROM SWEET INTXN TO TOUCHDOWN. BASED ON THAT INFO WE HAD NO CHOICE BUT TO DECLARE AN EMER FOR FUEL. WE WERE CLRED DIRECT AND LANDED UNEVENTFULLY. SUPPLEMENTAL INFO FROM ACN 418298: APPROX 5 MINS FROM LNDG, TOLD TO EXPECT ABOUT 25 MIN DELAY OR DECLARE EMER. I DECLARED AN EMER KNOWING A FURTHER DELAY COULD POSSIBLY COMPROMISE THE SAFE ARR OF THE FLT.
