Narrative:

We were flying from cvg to clt. We were on the shine 5 arrival into clt. Controller gave us last min instructions to descend down to 11000 ft by shine. I don't think he gave us any speed restrs. We were high and had only a few mins to get down, which was insufficient. At shine intersection, I was at 11000 ft as instructed and speed was 261 KTS. Controller asked what our speed was approximately 1/2 mi past shine and it was 261 KTS at 11000 ft slowing to 250 KTS, at 1 mi it was at 250 KTS. We weren't sure if given speed restr, so we were slowing down to cross at 250 KTS at the intersection anyway. When controller asked us our speed, I think he realized he forgot. There wouldn't have been a problem if given a more realistic time to descend to the expected crossing altitude and speed. In this situation there was a small communication problem. I didn't hear ATC give the speed restr, although the captain thought he gave it, so we were shooting for 250 KTS anyway. But like I said above, we had only a few mins to descend from a very high altitude.

WE WERE HIGH AND HAD ONLY A FEW MINS TO GET DOWN, WHICH WAS INSUFFICIENT. AT SHINE INTXN, I WAS AT 11000 FT AS INSTRUCTED AND SPD WAS 261 KTS. CTLR ASKED WHAT OUR SPD WAS APPROX 1/2 MI PAST SHINE AND IT WAS 261 KTS AT 11000 FT SLOWING TO 250 KTS, AT 1 MI IT WAS AT 250 KTS. WE WEREN'T SURE IF GIVEN SPD RESTR, SO WE WERE SLOWING DOWN TO CROSS AT 250 KTS AT THE INTXN ANYWAY. WHEN CTLR ASKED US OUR SPD, I THINK HE REALIZED HE FORGOT. THERE WOULDN'T HAVE BEEN A PROB IF GIVEN A MORE REALISTIC TIME TO DSND TO THE EXPECTED XING ALT AND SPD. IN THIS SIT THERE WAS A SMALL COM PROB. I DIDN'T HEAR ATC GIVE THE SPD RESTR, ALTHOUGH THE CAPT THOUGHT HE GAVE IT, SO WE WERE SHOOTING FOR 250 KTS ANYWAY. BUT LIKE I SAID ABOVE, WE HAD ONLY A FEW MINS TO DSND FROM A VERY HIGH ALT.
