Narrative:

On oct/xa/98, myself and my cfii departed runway 21L at luk for a flight lesson which consisted of touch-and-go lndgs on runway 21L. The controller instructed me to report my left base for runway 21L for each touch-and-go. After approximately 3 touch-and-goes a C152 called the tower from east of the airport and requested touch-and-go lndgs. The tower told the C152 to do a midfield crosswind and enter the right downwind for runway 21R. The tower advised the C152 that there was traffic in the downwind for runway 21L (which was us). The C152 reported having us in sight. The tower made no calls to us for the possible traffic doing the midfield crosswind. Just as I leveled off at approximately 1300 ft MSL (pattern altitude at luk is 1500 ft MSL), the C152 was right on top of us (presumably at or around pattern altitude). I immediately pushed the plane over to avoid the certain collision. For safety there should be a policy at luk to instruct all aircraft executing a midfield crosswind to cross at 500 ft above pattern altitude.

THE CTLR INSTRUCTED ME TO RPT MY L BASE FOR RWY 21L FOR EACH TOUCH-AND-GO. AFTER APPROX 3 TOUCH-AND-GOES A C152 CALLED THE TWR FROM E OF THE ARPT AND REQUESTED TOUCH-AND-GO LNDGS. THE TWR TOLD THE C152 TO DO A MIDFIELD XWIND AND ENTER THE R DOWNWIND FOR RWY 21R. THE TWR ADVISED THE C152 THAT THERE WAS TFC IN THE DOWNWIND FOR RWY 21L (WHICH WAS US). THE C152 RPTED HAVING US IN SIGHT. THE TWR MADE NO CALLS TO US FOR THE POSSIBLE TFC DOING THE MIDFIELD XWIND. JUST AS I LEVELED OFF AT APPROX 1300 FT MSL (PATTERN ALT AT LUK IS 1500 FT MSL), THE C152 WAS RIGHT ON TOP OF US (PRESUMABLY AT OR AROUND PATTERN ALT). I IMMEDIATELY PUSHED THE PLANE OVER TO AVOID THE CERTAIN COLLISION. FOR SAFETY THERE SHOULD BE A POLICY AT LUK TO INSTRUCT ALL ACFT EXECUTING A MIDFIELD XWIND TO CROSS AT 500 FT ABOVE PATTERN ALT.
