Narrative:

A training flight. Practicing simulated single engine. Slight crosswind. Student put in appropriate crosswind correction. In flare, student rapidly reduced throttle and removed crosswind correction. It was gusting outside. Airspeed rapidly depleted outside sink rate envelope. Both instructor and student reacted to make appropriate corrections. Resulted in hard landing. After shutdown and inspection, instructor and student noticed propeller had been struck. (Although corrective actions were taken it was too late.)
