Narrative:

Holding short of runway 19R at sna, tower (first voice) cleared air carrier #1 into position and hold runway 19R, which I read back. Another (second voice) tower transmission directed a twin cessna (aircraft #2) on final (approximately 1/2 mi) to 'go around.' I glanced up and observed the cessna (aircraft #2) initiate the go around while captain brought the aircraft to a stop, after having moved approximately 10 ft short of runway. After approximately 30 seconds, original tower controller again cleared into position and hold runway 19R. Everything was normal from that point on.

ANOTHER (SECOND VOICE) TWR XMISSION DIRECTED A TWIN CESSNA (ACFT #2) ON FINAL (APPROX 1/2 MI) TO 'GAR.'
