Narrative:

Flight from mia to tlh, made a no flap landing at the tlh airport. The occurrence is as follows: at approximately 10 mi from the airport and approximately 4000 ft, the captain called for flaps 8 degrees. When I selected the flaps to 8 degrees, we got the flaps fail caution message. At that point, I opened the QRH and promptly executed the checklist. Once that was complete, I asked the captain if he would like to talk to maintenance control in cincinnati, or should I. He instructed me to contact tlh operations and have them pass the information to cincinnati. I proceeded to contact tlh operations and informed them to pass along the following information: 1) we had the flaps fail at 0 and the QRH has been completed. 2) our projected landing weight and runway length, and 3) requested instructions regarding whether to land in tlh or orl. I then came back up on the #1 radio. At that time, the captain turned the controls over to me, while he retrieved the landing distance charts from the flight standards manual. The captain's computations showed that we were safe to land in tlh. I then returned the controls back over to him, and I resumed working the radios. Several mins had gone by and we had not heard from tlh operations. I told the captain that I was going to be on radio #2 to see what the delay was. I called tlh numerous times with no success. I then dialed in atl radio, but got no answer because we were too low. I then called tlh several more times with no answer. I switched back to radio #1 and told the captain I had no answer. At that time, he told me he had told approach that we were ready for the approach. After several more vectors, we rolled onto final when the captain called for the gear down. I selected the gear down, and at that point, tlh operations called. I answered tlh. Tlh operations said we had to call and give the information. This was the information I had previously given tlh. At that point, I said we would call them on the ground. I told the captain, and he said we were going to continue with the landing. After touchdown, when the captain went to deploy the thrust reversers, we received a thrust reverser fail message (because they weren't armed). That second call from tlh occurred in the middle of our before landing checklist, and the last item 'thrust reverser armed' was not completed. We landed without incident and with no damage to persons or property. From now on, I don't care who is calling -- I will always finish my checklist before doing anything else.

Title: FLC OF A CL65 ON APCH DISCOVERS A FLAP MALFUNCTION. THEY EXECUTE THE QRH CHKLIST AND ATTEMPT TO CONTACT OPS. INTERRUPTED IN THE BEFORE LNDG CHKLIST THEY DISCOVER THRUST REVERSER IS NOT ARMED BECAUSE OF NON COMPLETION WHEN INTERRUPTED.

ONCE THAT WAS COMPLETE, I ASKED THE CAPT IF HE WOULD LIKE TO TALK TO MAINT CTL IN CINCINNATI, OR SHOULD I. HE INSTRUCTED ME TO CONTACT TLH OPS AND HAVE THEM PASS THE INFO TO CINCINNATI. I PROCEEDED TO CONTACT TLH OPS AND INFORMED THEM TO PASS ALONG THE FOLLOWING INFO: 1) WE HAD THE FLAPS FAIL AT 0 AND THE QRH HAS BEEN COMPLETED. 2) OUR PROJECTED LNDG WT AND RWY LENGTH, AND 3) REQUESTED INSTRUCTIONS REGARDING WHETHER TO LAND IN TLH OR ORL. I THEN CAME BACK UP ON THE #1 RADIO. AT THAT TIME, THE CAPT TURNED THE CTLS OVER TO ME, WHILE HE RETRIEVED THE LNDG DISTANCE CHARTS FROM THE FLT STANDARDS MANUAL. THE CAPT'S COMPUTATIONS SHOWED THAT WE WERE SAFE TO LAND IN TLH. I THEN RETURNED THE CTLS BACK OVER TO HIM, AND I RESUMED WORKING THE RADIOS. SEVERAL MINS HAD GONE BY AND WE HAD NOT HEARD FROM TLH OPS. I TOLD THE CAPT THAT I WAS GOING TO BE ON RADIO #2 TO SEE WHAT THE DELAY WAS. I CALLED TLH NUMEROUS TIMES WITH NO SUCCESS. I THEN DIALED IN ATL RADIO, BUT GOT NO ANSWER BECAUSE WE WERE TOO LOW. I THEN CALLED TLH SEVERAL MORE TIMES WITH NO ANSWER. I SWITCHED BACK TO RADIO #1 AND TOLD THE CAPT I HAD NO ANSWER. AT THAT TIME, HE TOLD ME HE HAD TOLD APCH THAT WE WERE READY FOR THE APCH. AFTER SEVERAL MORE VECTORS, WE ROLLED ONTO FINAL WHEN THE CAPT CALLED FOR THE GEAR DOWN. I SELECTED THE GEAR DOWN, AND AT THAT POINT, TLH OPS CALLED. I ANSWERED TLH. TLH OPS SAID WE HAD TO CALL AND GIVE THE INFO. THIS WAS THE INFO I HAD PREVIOUSLY GIVEN TLH. AT THAT POINT, I SAID WE WOULD CALL THEM ON THE GND. I TOLD THE CAPT, AND HE SAID WE WERE GOING TO CONTINUE WITH THE LNDG. AFTER TOUCHDOWN, WHEN THE CAPT WENT TO DEPLOY THE THRUST REVERSERS, WE RECEIVED A THRUST REVERSER FAIL MESSAGE (BECAUSE THEY WEREN'T ARMED). THAT SECOND CALL FROM TLH OCCURRED IN THE MIDDLE OF OUR BEFORE LNDG CHKLIST, AND THE LAST ITEM 'THRUST REVERSER ARMED' WAS NOT COMPLETED. WE LANDED WITHOUT INCIDENT AND WITH NO DAMAGE TO PERSONS OR PROPERTY. FROM NOW ON, I DON'T CARE WHO IS CALLING -- I WILL ALWAYS FINISH MY CHKLIST BEFORE DOING ANYTHING ELSE.
