Narrative:

On the last leg of our trip, on final approach, I did not hear the approach controller tell us to contact tower. The approach controller was extremely busy, talking nonstop, and the last thing I heard him say was 'maintain 170 KTS to boeing field.' if he did tell us to contact tower I missed the call, and the captain was busy keeping an eye on a dash 8 landing on the parallel runway, and we were both slightly fatigued due to a reduced rest period. I assumed we had been cleared to land and that we had switched to tower and did not realize we hadn't until we were already on the ground and I was verifying ground was on communication #2. Tower was in communication #2 and approach was in communication #1. We immediately called tower, were cleared to cross the parallel, realized our mistake and I have learned that if I am ever unsure if we have been cleared to land I'll speak up and query ATC.

Title: FLC MAY HAVE LANDED AT SEA WITHOUT A LNDG CLRNC.

Narrative: ON THE LAST LEG OF OUR TRIP, ON FINAL APCH, I DID NOT HEAR THE APCH CTLR TELL US TO CONTACT TWR. THE APCH CTLR WAS EXTREMELY BUSY, TALKING NONSTOP, AND THE LAST THING I HEARD HIM SAY WAS 'MAINTAIN 170 KTS TO BOEING FIELD.' IF HE DID TELL US TO CONTACT TWR I MISSED THE CALL, AND THE CAPT WAS BUSY KEEPING AN EYE ON A DASH 8 LNDG ON THE PARALLEL RWY, AND WE WERE BOTH SLIGHTLY FATIGUED DUE TO A REDUCED REST PERIOD. I ASSUMED WE HAD BEEN CLRED TO LAND AND THAT WE HAD SWITCHED TO TWR AND DID NOT REALIZE WE HADN'T UNTIL WE WERE ALREADY ON THE GND AND I WAS VERIFYING GND WAS ON COM #2. TWR WAS IN COM #2 AND APCH WAS IN COM #1. WE IMMEDIATELY CALLED TWR, WERE CLRED TO CROSS THE PARALLEL, REALIZED OUR MISTAKE AND I HAVE LEARNED THAT IF I AM EVER UNSURE IF WE HAVE BEEN CLRED TO LAND I'LL SPEAK UP AND QUERY ATC.
