Narrative:

We departed msn en route to fcm on IFR flight plan. The ATIS at AB53 WX was wind calm, visibility 1/2 SM, fog, overcast at 100 ft, 21/21 altimeter 30.01. We executed the approach and landed. On the landing roll the aircraft went off the departure end of the runway and impacted the localizer antenna. The actual WX was 1/4 mi in fog. We weren't advised of this at any time by the tower. We wouldn't have started the approach had we been given this WX.

Title: A BE30 FLC RUNS OFF THE END OF THE RWY AT FCM, MN, WHEN THE VISIBILITY TURNS OUT TO BE LESS THAN THE APCH PROC ALLOWED FOR. RPTRS CITE AN ERROR ON THE OPERATIONAL PROC OF THE TWR WHEN THE ATIS DID NOT GIVE THE CORRECT WX INFO.

ON THE LNDG ROLL THE ACFT WENT OFF THE DEP END OF THE RWY AND IMPACTED THE LOC ANTENNA. THE ACTUAL WX WAS 1/4 MI IN FOG. WE WEREN'T ADVISED OF THIS AT ANY TIME BY THE TWR. WE WOULDN'T HAVE STARTED THE APCH HAD WE BEEN GIVEN THIS WX.
