Narrative:

Numerous deviations in sector. Aircraft X (turboprop) descended to 16000 ft. Aircraft turned off arrival route due to WX. Did not inform ATC of deviation. Conflicted with aircraft Y on parallel arrival route. Contributing factor to situation was that no WX data displayable in sector. ATC's not able to anticipate what aircraft might do.

Narrative: NUMEROUS DEVS IN SECTOR. ACFT X (TURBOPROP) DSNDED TO 16000 FT. ACFT TURNED OFF ARR RTE DUE TO WX. DID NOT INFORM ATC OF DEV. CONFLICTED WITH ACFT Y ON PARALLEL ARR RTE. CONTRIBUTING FACTOR TO SIT WAS THAT NO WX DATA DISPLAYABLE IN SECTOR. ATC'S NOT ABLE TO ANTICIPATE WHAT ACFT MIGHT DO.
