Narrative:

Numerous deviations in sector. Aircraft X (turboprop) descended to 16000 ft. Aircraft turned off arrival route due to WX. Did not inform ATC of deviation. Conflicted with aircraft Y on parallel arrival route. Contributing factor to situation was that no WX data displayable in sector. ATC's not able to anticipate what aircraft might do.
