Narrative:
Departed ewn IFR with ceiling 500 ft, visibility 1 mi on IFR cross country to orf. Cleared to proceed via V139 to orf. Approximately 15 mi northeast of ewn VOR on V139 I realized that the #1 and #2 navigation indications showed opposite deviations of flight path from V139. Before I could discover the 'cause,' ZDC reported I was '4 mi left of V139 centerline.' 'entire' aircraft panel was replaced 3 weeks ago (over $100000 work) in checking all radios and indicators. I had not flown on airway since picking up plane from service center till today. Dual ILS worked well on #1 and #2 when test flown. It turns out the repair facility wired the VOR, but not ILS, output of #1 navigation to HSI reversed, giving opposite needle deviation. I thought I had tested all new radios 3 weeks ago, but with over 2 dozen new devices it is hard to test all combinations comprehensively.

Title: A BE55 PLT IS NOTIFIED BY CTR CTLR THAT HE IS 4 MI OFF THE AIRWAY CTRLINE. PLT HAD JUST NOTED A CONFLICT BTWN HIS #1 AND #2 VOR INDICATORS. ACFT HAD BEEN IN THE SHOP FOR MODIFICATIONS AND NEW RADIOS.
Narrative: DEPARTED EWN IFR WITH CEILING 500 FT, VISIBILITY 1 MI ON IFR XCOUNTRY TO ORF. CLRED TO PROCEED VIA V139 TO ORF.
