Narrative:

Flight X was cleared to cross active runway 30R at msp. As we crossed the hold short line, we heard 'stop, stop, stop' from the controller. The first part of the communication was stepped on, so we did not know who the controller was telling to stop. The aircraft was past the hold short line. Well after we had stopped, the controller cleared an aircraft (aircraft Y) to take off on runway 30R. There was plenty of room for the departing aircraft, however, I don't know if all the safety clrncs were legal.

Title: ATCT LCL CTLR APPARENTLY MISJUDGED SIT WITH DC9 CLRED TO CROSS RWY AS ANOTHER ACFT WAS CLRED FOR TKOF.

Narrative: FLT X WAS CLRED TO CROSS ACTIVE RWY 30R AT MSP. AS WE CROSSED THE HOLD SHORT LINE, WE HEARD 'STOP, STOP, STOP' FROM THE CTLR. THE FIRST PART OF THE COM WAS STEPPED ON, SO WE DID NOT KNOW WHO THE CTLR WAS TELLING TO STOP. THE ACFT WAS PAST THE HOLD SHORT LINE. WELL AFTER WE HAD STOPPED, THE CTLR CLRED AN ACFT (ACFT Y) TO TAKE OFF ON RWY 30R. THERE WAS PLENTY OF ROOM FOR THE DEPARTING ACFT, HOWEVER, I DON'T KNOW IF ALL THE SAFETY CLRNCS WERE LEGAL.
