Narrative:

While on a scenic flight, VFR, northbound up the east shore of the hudson river, the aircraft closed to approximately 1700 ft from the world trade center. The aircraft was cleared into class B airspace earlier in the flight and was receiving radar advisories from laguardia and operating at the assigned altitude of 1500 ft MSL. During the flight northbound, the aircraft was maneuvered over the west shore of manhattan island and the east side of the hudson river to provide for a safe distance from opposing traffic sbound. This led to a reduction in vertical distance from the world trade center. The aircraft was above the structure during the flight.
