Narrative:

Given descent from FL310 to FL240 10 mi south of jfk VOR, to cross newes intersection at FL240. Started descent immediately at 1800 FPM and increased to 2500 FPM 8 mi south of newes. Passed newes intersection at FL252 vice FL240. We are constantly kept high on this route (J79, norwich two), and consequently have to maintain a very high rate of descent in order to make this crossing altitude at newes intersection. If we could start our descent sooner, it would help out tremendously.

Title: ARTCC RADAR CTLR ISSUED A DSCNT WITH A XING RESTR WHICH DID NOT ALLOW THE ACR B737 FLC ENOUGH TIME TO MAKE THE RESTR.

Narrative: GIVEN DSCNT FROM FL310 TO FL240 10 MI S OF JFK VOR, TO CROSS NEWES INTXN AT FL240. STARTED DSCNT IMMEDIATELY AT 1800 FPM AND INCREASED TO 2500 FPM 8 MI S OF NEWES. PASSED NEWES INTXN AT FL252 VICE FL240. WE ARE CONSTANTLY KEPT HIGH ON THIS RTE (J79, NORWICH TWO), AND CONSEQUENTLY HAVE TO MAINTAIN A VERY HIGH RATE OF DSCNT IN ORDER TO MAKE THIS XING ALT AT NEWES INTXN. IF WE COULD START OUR DSCNT SOONER, IT WOULD HELP OUT TREMENDOUSLY.
