Narrative:

On jun/wed/98, santa barbara opened a new facility supporting TRACON/tower operations. From the outset, we have experienced radar spoking, split beacon, radio problems main/standby, faulty wind instruments, inadequate lighting in TRACON/tower, video cable splicing problems. The local airways facilities and F&east personnel have continued to try and remedy the problems with little to no support from national support program offices (aos) or management personnel. We have been in the new facility for 5 weeks, working live traffic. The weekends are extremely busy and intersecting runways complicate the scenario. Local controllers must look across the tower cabin attendant at the one ASOS oid to issue wind to aircraft. In the TRACON, the spoking of the radar and split beacons is a constant distraction to controllers and is compromising the safety of the flying public.

FROM THE OUTSET, WE HAVE EXPERIENCED RADAR SPOKING, SPLIT BEACON, RADIO PROBS MAIN/STANDBY, FAULTY WIND INSTS, INADEQUATE LIGHTING IN TRACON/TWR, VIDEO CABLE SPLICING PROBS. THE LCL AIRWAYS FACILITIES AND F&E PERSONNEL HAVE CONTINUED TO TRY AND REMEDY THE PROBS WITH LITTLE TO NO SUPPORT FROM NATIONAL SUPPORT PROGRAM OFFICES (AOS) OR MGMNT PERSONNEL. WE HAVE BEEN IN THE NEW FACILITY FOR 5 WKS, WORKING LIVE TFC. THE WEEKENDS ARE EXTREMELY BUSY AND INTERSECTING RWYS COMPLICATE THE SCENARIO. LCL CTLRS MUST LOOK ACROSS THE TWR CAB AT THE ONE ASOS OID TO ISSUE WIND TO ACFT. IN THE TRACON, THE SPOKING OF THE RADAR AND SPLIT BEACONS IS A CONSTANT DISTR TO CTLRS AND IS COMPROMISING THE SAFETY OF THE FLYING PUBLIC.
