Narrative:

I was working two arrival position combined. There was training on arrival handoff and departure handoff. There were WX deviations going on. Davis monthan AFB was closed, but opened for two emergencys inbound, one of which was a flight requesting to split. Arrival handoff instructor requested dm arrival be opened. The supervisor denied this request. Aircraft involved in deviation was on a downwind heading for tus. Dm arrival radar was trying to open. I cleared first emergency on approach for dma. Departure radar advised me to turn aircraft on downwind for tus. I turned him, climbed him, and cleared him for approach into tus.

DAVIS MONTHAN AFB WAS CLOSED, BUT OPENED FOR TWO EMERS INBOUND, ONE OF WHICH WAS A FLT REQUESTING TO SPLIT. ARR HDOF INSTRUCTOR REQUESTED DM ARR BE OPENED. THE SUPVR DENIED THIS REQUEST. ACFT INVOLVED IN DEV WAS ON A DOWNWIND HEADING FOR TUS. DM ARR RADAR WAS TRYING TO OPEN. I CLRED FIRST EMER ON APCH FOR DMA. DEP RADAR ADVISED ME TO TURN ACFT ON DOWNWIND FOR TUS. I TURNED HIM, CLBED HIM, AND CLRED HIM FOR APCH INTO TUS.
